That's pretty cheap for a voltage regulator. It smells like hot plastic for a few days and then it's gone. What are they needed for? If you live in an area where voltage tends to drop, or you have a crappy utility that under- or over-voltage your house, either of these can help with both issues. Basically, when the voltage drops, some extra juice is released and you get a constant voltage level. If you get too much, it will shut down to normal.
