There is no thick rubber band around the lid.

I'm a printer and a real fan of Gamblin Relief Ink, but these guys deliver ink without the big thick rubber band around the cap like it should. Those eyelids aren't that tight and need that tape to stay fresh. So dry out. You really need to ship with rubber around the cap.

I love Gamblin ink. It is best to grind up your own pigments and mix them with refined linseed oil and mold oil. People who complained that their ink arrived "quite dry" probably saw that it was very thick. These are concentrated inks that need to be diluted with a small amount of plate oil and thinner. Work on glass with a spatula. You'll be fine.
