2 of these come with my 59799 Rack. I couldn't turn their keys. One is in the lock, the other is in the unlocked position. The key mechanism fell out of both when I tried to install them. With the pliers on the key, I was finally able to unlock both so I could secure my luggage rack. Now they function like an expensive nut in my shelving system. They look exactly like the ones that came with the stand, both lock instantly when you try to unscrew them and won't stay unlocked. They would just lock up immediately as soon as I started turning the knob. I had to adjust the rack before I could safely drive the truck, so I had to break the handles into small pieces to get at the innards and remove them with pliers and replace them with large wing nuts.
