Wheel won't stay on fork

I've spoken to customer service dozens of times. What they don't seem to understand is that in order to rotate the washer to do its job of holding the tire on the fork, I have to cut the main wires from the control box to the motor at the wheel. You can see a washer can do this, but the washer is on the other side with the main wiring harness.
