The California Air Resources Board (CARB) is an absolute nuisance!

Catalysts are available cheaply in other federal states. Not in California. They must be expressly approved. That's stupid. If California has the best standards for catalytic converters, then every state should adopt them. If not, then throw away the California standards. It's just stupid!
