After contacting Revain I was informed that the item would be replaced at no additional cost. When it arrived today it was again a pack of 20 liners. So while I'm still missing a pack of 20 earbuds, I'll give up at this point. However, be aware that if you order this item you will likely only receive a pack of 20 inserts!
