The packaging sounds like the body and ends are all steel. This went into a steel framed bike so it's good for preventing corrosion between dissimilar metals. Be careful not to twist them as the threads are very thin. Be especially careful on an aluminum frame bike, as the bottom bracket threads will easily gnaw through the threads in the aluminum frame if not seated properly. Go slow and make sure. The initial resistance should be small. Use a torque wrench to finish the job instead of just guessing. Use a lubricant or a mild threadlocker. I used anti-stick.
