The holes were not cut correctly. I ended up disassembling all of the included hardware to put back together. After pulling out the cleaned hardware with pliers, I dug out my set of taps and dies and cut all the holes properly, then used some of the hardware I needed to assemble it. The screws and nuts of the rack are only sufficient for the correct installation of two devices. Build quality is so-so and will require you to level and level the rack several times as the frame flexes slightly under its own weight prior to installation. The 50 pounds of gear I have in the rack is enough to keep me from using the hinge mechanism as it twists and cuts into the frame once unlocked. The hinge feature was the main reason I bought this product and I'm disappointed that I can't use it.
