Doesn't work for vacuuming and floor cleaning

I don't know why it doesn't work when I charge the lithium battery for my Shark. I sent the first back thinking it was a marriage, received the second and was not charged either. It wasn't until I found my original charger that I was able to recharge the lithium battery.
