All along I thought the problem was with the carburetor but after changing the carburetor the pressure washer would not work unless the throttle was fully closed and then it increased dramatically. I suspect the extra vacuum from the choke when pumping fuel. Either way, this fuel pump was an easy fix; Loosen the clamps, remove the old one, mount the new one, tighten the clamps and pull the starter. The pressure washer works like new.
