my mechanic lost the base and didn't tell me anything. They decided to just put a standard hex head bolt and nut on my 2006 Sienna's air filter housing. I found the right product and it worked. You need to insert the bottom part first, then insert the screw from the top without the top plastic case. Once the hex screw is secured, use moderate force to pull it out to set the bottom section in place. The bottom part MUST snap into place first. At this point, be sure to hold the bottom of the case to avoid breaking anything. Don't forget to hold the bottom nut or it will fall off. Once you feel a click, slowly remove your fingers to see if the nut engages. If confirmed, it will indicate the right time to put the screw on the upper plastic case and start screwing it in by hand before using force tools.
