I've bought red PLA, white PLA, and black PETG from Hatchbox and they all have come with a lot of moisture. I've bought from other brands and Hatchbox has been the only one who has given me so much problems with moisture, these filaments are thirsty as hell! I have to leave them at least 8 hours in a dehydrator to make sure they are not stringy and stick perfectly to the bed when printing.Right out of the box they give me the middle finger, they just refuse to stick to the bed. After leaving them in the dehydrator for hours, apparently they like the warmth because they stick and print beautifully after that. I used them for several long prints and printed perfectly then. The dehydrator does the trick, so I assume they come with too much moisture.
