Designed for frame or frame. Fits perfectly on the bumper and is probably the most superfluous thing I've put on an RV. I'm pretty sure I can now haul motocross bikes on my rear bumper. The only thing missing from the kit was a drill extension to get to the frame. I would suggest buying one so you have a straight square hole. I am very happy with this purchase.
