This tool simply folded the sealing lip outwards where it was pulled by the blade. However, this allowed another tool to be inserted into the resulting gap, after which the seal could be removed quite easily. As others have noted, the tool could be improved with a rounded profile that is lapped to the pivot bearing and/or a delrin or nylon cap where it abuts the block. The flat surface on the back of the shaft where the bolt is tightened helps set the pivot point at the correct angle for optimal vane-to-seal lip contact (i.e. parallel to the vane).
