I have a drinking fountain for my cats and also a permanent filter that only needs a carbon change. I've had mixed results with carbon, which is sold at most stores. I was also wondering how effective it actually is at filtering. Although I've been using granular charcoal for less than a week, I've actually noticed a huge difference in filtration. While it does need rinsing to remove all dust like regular activated charcoal, it seems to capture more contaminants from the water. the filter/charcoal is more predictable and consistent. Now all of my flow issues are related to the pump pre-filter and the pump itself.
