3 voltage settings are solid. I set it to the lowest setting for my big kitty boy and still felt it was tighter than any other gap it had. Strong enough. Immediately after I put it on, I took a picture of it with a flash to make sure it reflected the image correctly, and then compared it to the pet store picture that carried it. This collar is best seen. As with all cat collars I've purchased, I take a nail file and smooth the edges where the fabric joins with glue. If you know what a t-shirt label feels like around your neck, this stiff joint has the same texture. I run the collar along my upper lip to feel the roughness, smooth it out a bit with a nail file, and then press the collar a few times to loosen it up so it's not so stiff. (several people have commented on the general stiffness of this collar, it's ok if you loosen it up)
