Modern thermostats have made it unnecessary

I bought this board (and it's just a board with no other hardware) to support a system that runs both propane and an electric heat pump. The project's HVAC equipment was from Goodman Mfg. First, this dual fuel kit is pretty old. I've found evidence that its design dates back at least 10 years. Back then, manufacturers of electronic thermostats started offering luxury models that could support what this board does. In particular, the Honeywell Vision Pro 8000 thermostat can be dual-fuel without using this kit. The Vision Pro 8000 (as well as other thermostats from Honeywell and its competitors) has an external temperature sensor that determines when the system is switching from one fuel type to another. not for someone without some sort of HVAC training. While the internet offers a wealth of information about hooking up thermostats, there is relatively little information on the internet to help you deal with the complexities of dual fuel operation. Do not attempt this without the competent help of someone who understands thermostat wiring in detail.
