The heatsinks were loose and had no thermal paste!
These are good regulators but they need to be repaired before they can be used. Two of the 5 regulators had loose heatsinks, one had to be adjusted, and none of them had thermal paste on them. I had to grind the end of one of the heatsinks to install it. I added thermal paste to all the regulators because without the ground there would be no heat transfer from the regulator to the heatsink. 1.25 to 30V range. I'll probably change the potentiometer to either a fixed value or a 5K potentiometer to get the exact output voltage I need.
