This item comes with one drill not two. The included drill bit is of questionable quality as it barely penetrated 3 inches of 5000psi concrete. The video/instructions say to drill 2 3/4" but that's not enough for the bolt and anchor. You'll need to use another slightly smaller piece of concrete to add another 3/4" to the hole or else the bolt just goes into the hole and you can't re-make the anchor.Once I make these changes it sits flat and won't rise as quickly.I would also screw the bolt into the anchor until it clicks and then lightly drive the assembly into the hole. Once in, you can tighten the bolt a little to seat the anchor, then remove it and move on to the next hole.
