I just received this 9" #7 circular needle and I use it everyday to knit teddy bears for charity. It takes a little getting used to such a short circular knitting needle, but it's not. needle error! For circular knitting from slightly too small for a longer circle, that's fine and I prefer the circular double stitch. In general I would say that such a short circle is not as easy to work with as a longer one and the needle section is very short so it has to be knitted with your fingertips so to speak. high.
