This is indeed the whole stack and base plate. They stack upon each other easily and sturdily. I have it beside the house and it hasn't tipped over in the wind. The bottom pot locks onto the plate. The plastic is thick and sturdy. I can see using this for many seasons. The pots are plenty deep for annuals. I like that there are 4 pods vs 3 since most annuals come in 4 packs. It's easy to plan how many packs to get. It also seems to retain moisture. I water each pot individually to make sure each level gets enough water rather than just watering from the top and hoping it runs down. I bought a 3 tier stack without a plate a few years ago (another seller) for $20 so I feel like this is a good buy.
