Mismatched combinations and 1 doesn't work at all!

I am very disappointed with this purchase. I bought 2 sets of these because my twins need 2 locks for HS. The first pair works, but both have different combinations. They should have the same combination. The second pair has the same combination on the back but only opens one, so I'm guessing it has a different combination as well. However, we cannot use it because we do not know the combination. They need them for school next week, so it looks like a trip to Walmart is in our future. So disappointed because the idea of two locks with the same combination was perfect!
