I am 100% sure they classify as "Titanium" and not "Cobalt". these little guys are probably better off anyway as cobalt is harder but also more brittle they cut have pretty decent edges and are the right size so a decent cheap set no wonder as to be expected I'd rather see that such small bits are made from better quality steel and then plated, rather than casting the same type as standard size branded bits that look like powder when snapped in (not sure of actual metallurgical quality).
