The two arms, one on each side of your pool vac, form your vac's motive power. Repairing your Hayward pool vac is surprisingly easy. You only need two screwdrivers, slotted and Phillips. The hardest bit about these arms is installing the shoes, two on each arm. That just takes some pressure to force the shoe tabs into the proper holes on the arms.
