I returned one and then received a second one which had the same problem with rotation but had the addition of scratches and was in a bag with sensors/scratches everywhere like pulling it over Concrete. You have to force a screw out of one end to separate the arm and base and scrape off the paint that restricts movement, assemble, test and repeat until the arm is free to rotate - bit of a pain when there are other options , which could be improved . . Once installed it seems to be doing the job so far.
