Weird bolts but figured it out

Definitely weird bolts/nuts/washers. But you don't need anything extra if you look closely. I realized that the wheel has no bearings. The only thing he can drive is the unthreaded part of the screw. That's how it's done. 1) Insert the washer into the head of the bolt 2) Insert the bolt into the wheel 3) Insert another washer 4) Screw the bolt onto the nut to the end of the thread 5) Insert it in insert the clevis 6) Insert the washer 7 ) Use the last nut "nylon lock nut" to secure it. The wheel should turn freely and have little play. Enjoy the 4/18/19 update after 3 months of driving. i hate wheels I switched to lawn mower wheels with 1/2" x 3" axles Had to drill out the slots a bit to get the screws in. Much stronger now and drives much better, no wobble.
