This rail control is a vacuum switch. The PCM senses low RPM and opens this control valve, sending vacuum to the throttle control valve, which opens and closes the flapper valves (swirl valves) in the intake manifold. In my case the old valve was stuck and when I connected this new valve I had no vacuum. I swapped the vacuum ports on the intake manifold and it worked. 2005 Ford Focus 2.0.
