They work to keep the seat in place!
My home builders approved (as usual) with the cheapest nylon screws they could find which didn't hold the toilet seats in place at all. They are of much better quality and hold the seat in place much more securely. I think the rubber washer is the biggest factor holding the bolt together no matter how much the seat is raised and lowered. Installation was easy too!
