You don't have to lock it up for short rides, but for long rides it's really great to take that constant tension out of where the belt touches you. They slide easily over the belt when unlatched, but are firm enough that they won't move where you put them on. A small extra step to slide them up and lock to relieve tension when you buckle them up and slide down to allow the strap to retract when unbuckling, but worth it as the strap doesn't put constant pressure on them area of your neck or shoulder.
