You can easily cut cables with wire cutters or metal snips (actually airplane snips), but these cutters make the job much sharper and more enjoyable. You do the same thing with cable jackets, although you can cut the whole thing out with a hacksaw if you need to. I think if you're planning on cutting 10 or more cables and covers (which you could do just by switching cables and covers on the same bike) you might want to consider buying cable cutters. They worked great for a reasonable price. It's a fine, well-made unbranded instrument that I recognize. The park tool also has a crimping tool for end caps. I have plenty of tongs that do so why spend more? You'll also need an awl and file if you want to make sure the ends of the cable are straight and not crimped or deformed. I had a cheap awl and already had a metal file.
