The mounting tab was not screwed in properly, causing the screw to loosen and eventually breaking the original screw. And yes, it was the mounting ear, not the installer. Luckily the original stud had enough of an exposed stud and I was able to pry the broken stud out of my ear with pliers. That meant going to the parts store to teach the seller what a hex flange bolt is and what it is in metric and grade 8 (or other metric equivalent). It's been in the car for a week and is still charging.
