I have an almost identical Huot #829 bit holder that is over 20 years old - when drills are placed on it they are all perfectly parallel and perfectly vertical. The Irwin is different, the bits are significantly off-line and have a little more play in the holes, so they dangle a little more. Yes, it does its job, only it looks a bit off for an engineer who loves precision. The holder is clearly not bent or deformed - I think it's just a by-product of being from China. The blue finish is nice and the painted numbers are easy to read. I'll buy a Huot (still says made in the USA) and see if the quality has changed - I hope so (but that's a rarity these days).
