This was supposed to replace a more generic USB-C adapter on an HP laptop that wasn't working. It turns out that the HP laptop's USB-C is a "data only" USB port and cannot plug/manage HDMI connections from the adapter. This plug-in DisplayPort adapter solved the problem with just two new DisplayPort to HDMI cables.
