The tool was not made properly and parts fell apart out of the box
The cutter must have a slot for the strap to fit through and when you need to cut the strap simply turn the handle and the blade will butt against the tape and cut it. Well, there is NO slot in the cutter. The wrench used to tighten the strap was not crimped on one end, so it was useless. Whoever copied the instrument didn't bother to learn how it was supposed to work, and whoever built it didn't bother to verify their work. It has to be the worst tool.
