Staying on top is best for storage and organization

I like that these hooks are small and unobtrusive. I installed some (not very heavy) lights (2nd photo) (after the Christmas holidays I realized I really like them glowing) two months ago using these hooks. I followed the installation instructions but the bulbs keep falling off the wall (Figure 1). I put them back twice. What I don't like is that they don't "stick" like other products (I had a big one on my front door for a few years to hang decorations - it never came off, despite the heat and cold). like opening and closing a door).
