You slide the claw in so the nut is positioned as it should be, insert its tip into the steerer tube and hit it with a hammer and the claw will sit at the right depth and you're done. . It's a park tool, so you know it's meant to do the job it was designed to do.

I installed the star nut and when I unscrewed the tool the set screw was still in the star nut. This is a $40 tool from a reputable industry giant. Unacceptable. I was able to get the screw out by applying thread lock to the tool, threading it back onto the set screw and allowing it to cure before unscrewing it. It worked but I am very hesitant to use the tool again for fear of the set screw getting stuck in the claw nut again.
