With MSI B550 A-PRO motherboard. They sent me replacement fans with the same problem. The top fan runs 25% of the time and the bottom fan runs 70% of the time. Sometimes it took them a minute to start working, sometimes it didn't work at all. The workaround I found was to increase the fan speed in BIOS from default to 50% faster than default. Fairly easy case to install, the included case fans are pretty quiet (although I'm not sensitive to them) and also spin at a decent speed and the RGB is very cool.
