The second had the same problem - soft metal bell flaps and also split I believe to attach them to the bell? Whatever the reason, they are NOT safe for birds and can easily be bent and broken off even by a budgie's beak. I will not put such an unsafe toy next to my bird. Too bad this thing is cute but potentially deadly.
