Either the length of the chain or where the chains are attached, it easily tips over when my budgies are sitting on it. Interestingly we got the smaller version in a bird toy set from Amazon a while ago, the smaller one has shorter chains and doesn't rotate. Birds love the smaller one - for one of the budgies this is their place for the night.

My 4 budgies (parrots) love it. I had a swing set there and they were fighting over it too much so I saw this swing set and two of them fit perfectly on it, especially when they sleep at night. My bird chewed on the tree a bit but never sat on the swing. Of course, maybe it's because it's not as big as in the photo. I actually have Senegal - the green and yellow bird in the product photo - and the chains aren't nearly long enough to sit on like that.
