Too Small - More like 15 x 23
Usually buy, if they were sold out and I'm very sorry I accepted a replacement. They are about an inch smaller in each direction and leave a lot of clearance for airflow around the filter, which can be really bad for our HVAC system. Now we're stuck with 5 more of these trying to figure out that they can be bypassed to protect the system until we get back over 3M.
