Bulbs 60w NOT 75w

I bought these to replace 2 burned out 75w bulbs. When I plugged in the new bulbs, they didn't seem to put out as much heat as I'm used to from 75W bulbs. To check if I'm right, I hooked them up to a power monitor. (seen here in the picture) The lamps are only confirmed with 60W power. This applied to both bulbs, which I received in a pack of 2.
