Translucent - sort of, but poorly wound

It's not as translucent as I had hoped, but I can live with that. My main concern is that the spool is very poorly wound, with filament actually down the side of the spool. I have had several prints fail due to the filament getting bound and failing to feed correctly, hence the three stars. There is no excuse for this type of spooling in today's environment. I use a lot of filament by different manufacturers, and this is the only one that I have this type of a problem with. It's possible that the spool is wound too loosely, see picture, but that is still no excuse for a poorly wound spool.
