Does not power USB 3.0 hard drives or external CD/DVDs

Purchased to add a USB port for 2 portable hard drives. I thought it was nicely and stylishly made for a lower priced plastic case. I thought that with the included power adapter this would be enough for two USB 3.0 hard drives and a CD/DVD, but I was wrong. None of these devices fully power up and they all sit and buzz or click when plugged into this USB hub, even if each is the only device in the hub at any given time. This should work on my platform: Dell, Intel i5 processor, 8GB RAM, Windows 10 64-bit. It's not an old machine and all devices work properly on the computer's USB ports. I checked the power supply with a meter and it says the nominal voltage, but the hub still isn't powering these external devices. However, you can connect multiple flash drives and a Fujitsu scanner even if the power supply is disconnected. A firmware update is available, so I contacted Transcend Technical Support to see if that would fix the issues, if the unit was defective, or if it was just poorly made. I haven't received an answer yet so if I don't receive anything by next week I will be returning the item. Very disappointed!
