The concept we use makes a lot of sense. It pushes the shaft down with pressure. The shaft no longer bounces in the receiver when loaded and no longer rattles when unloaded. Solid parts, good workmanship. Sure, you could put some hardware together and "make" something like that, but I'm willing to bet it doesn't quite fit that way. Forget those plate styles that bend and bend over time. I use this with a 6" AlumaTow hitch and a Reese 15K WD hitch, it fits snugly on both. One thing I will note is that the last nut tends to get nicked by the lock washer and if replaced it can cut your hand. Maybe I applied too much force or different hardness of the metal will go stainless steel.
