Review on Upgraded Fuel Gas Can Vent Caps With Lanyard Attachment - Improve Gas Can And Tank Flow - Kit Of 12 For Quick Dispensing From Water Jugs And Fuel Tanks by Nate Ducey

You can use these even if your can has the internal filter sleeve.

Several buyers indicated that some of their cans had an internal filter sleeve that prevented running the installation wire out the spout opening. Three of my diesel cans had these sleeves. In each case, I was able to pry part of the sleeve away from the internal wall of the opening and then use vice grips to yank it out. After installing the vent cap the sleeve popped back into place with a firm strike of the palm. Wham! Also, after putting the internal components on the wire, use your vice grip (or equivalent) to make a half-inch bend of a little over 90 degrees. Thread the external components over the wire and you can pull on the wire to keep the internal piece from rotating while you tighten it up with the included wrench. These worked fine for me and, so far, no sign of problems or seal deterioration using them with diesel.
