yes it was. A screw was loose and a felt was not insulated from the heatsink, it was screwed directly onto the heatsink with no thermal paste. So I figured ide would help him with another heatsink added to the OEM and POP stopped working. I thought ide would get another one but they are proud of it and are increasing the price by another $6, yes I paid $9.99 for it when I bought it. Ebay - 5 if you can wait just buy 3 from China. I used a 12V input from the computer power supply and a 14.8 or 16.8 output to charge the battery for the packs I collected.
