Not suitable for paper.?

I bought this because I'm trying to make booklets with a binder. The punching was not stable on normal copy paper. I tried punching through three sheets of carbon paper at once; I placed three sheets of carbon paper on a piece of cardboard on a cutting mat. I've tried that with a sheet of paper. Many of my shot attempts didn't come out clean and I had to repeat the same hole multiple times. Japanese packaging. I used google translate to read the packaging to see if I did anything wrong. The translation (if correct) says that the tool is not designed for thin paper. If that's the case then unfortunately this tool isn't what I need and this explains why I haven't been able to successfully punch holes in paper.
