I believe in the truth of advertising. I bought them with a pair of 17L Overboard panniers. In the photo a comparison with each other: Rhinowalk on the left and Overboard on the right. I had imagined the Rhinowalk to be much larger, but quite the opposite. The overboard case is slightly larger and holds 17 liters. Both bags are well built, but the Overboard has what appears to be a simpler attachment system (friction attachment to the top bar) that is less prone to breakage. Also, it seems to grip the counter more securely. Rhinowalk bags have an inner mesh and a zippered pocket that seems handy for small items. Both have an external zippered pocket, but the Overboard has more. The overboard has a plastic insert that makes it easier to keep the bags shape during packing. At an additional $10 per pack, the Overboard appears to be made from a higher quality material, so it would be my top pick.
