Missing bolts and mating connectors

There are 6 holes in this latch and bracket (4 square holes for carriage bolts in the lock, 2 round holes apparently for screws in the bracket) but only 2 carriage bolts and 2 screws. Screws MUST NOT be used for the bracket as the latch can easily be broken by simply removing the 2 screws which are not tamper evident or removing in any way. The hasp must be held in place with carriage bolts which cannot be removed without access to the nuts on the inside of the gate/door, but the holes in the hasp are round and will not fit square bolts. Square holes in the latch fit carriage bolts and 2 holes are tamper proof at all times depending on the position of the slide latch, but why 4 holes and only 2 carriage bolts? Ideally there should have been 6 square holes and 6 carriage bolts. This isn't rocket science. . . .
