A few questions. First, the flat surface that attached to the trailer had the remnants of a weld or something... sticking out 1/2 inch. I had to take a meat grinder and grind. Next, the bolts holding the wheel to the bracket are carriage bolts that are not fully threaded through. So when I tightened the nut to attach the wheel to it, the threads "run out" and it just turned on the shaft. Bolt. I had to buy washers to "pave" between the nut and the wheel. Usually nothing unsolvable, but the usual extra work that arises during quality control.
